Is it normal for my card to be 65c - 67c temps when idle?

Many questions posted here have been asked and answered a hundred times

Question, I have a duel core 2.66 computer with a bfg 8800 video card. I was
thinking about upgrading to one of the new 280GTX cards--The reviews has
been awesome---Will this upgrade be worth it. Is my cpu to slow to handle

can anyone tell me if there is a way to force Vista to clock down the
GPU/VRAM while on the desktop running the areo interface?
My GeForce8600M GT (notebook) is running always on the 3D high settings
instead of the 3D low settings while on the desktop...

My drive in vista says forceware version 163.x
Is the Nvidea drivers 175.19 from their web site the same as forceware
although it doesn't use that term?
