For rural users too far from the central office to qualify for ADSL, why doesn't the phone company just use a second (or more) pair of wires from the bundle on the pole, effectively doubling the wire size, e.g., in http://www.iec.org/online/tutorials/adsl/ Am I off my rocker?

Using a 2 wire modem hooked to a netgear router. When I shut my computer down the light on the router shuts off for Number 2, yet on the other computer the light never shuts off, always shows its getting a signal off Number 1.
