is there a software that permits to know which values are used on the ADSL connection?

I've recently had to move in with some family on a temporary basis.
They have DSL thru SBC and use an eMac. I have brought my XP Pro

I have a "Speed Touch Home" ADSL modem.
Acording to the manual, the access to the modem setup is either via
telnet or http on 10.0.0.138.

I have an ADSL connection which is connected to a SpeedTouch 510
modem/router, which in turn is connected to three PCs.
What I want to do is set up my SpeedTouch so that packets to/from
one PC are given priority over packets to/from the other PCs.

I have the BEFSR11 router. Everything was working fine for the longest
time.
Now it cannot connect to PPPoE.  I have tried both - doing the
keepalive and using the connect on demand option.

I need to connect 2 networks on a Planet 1602 switch to a BT Efficient
5861.
The Planet supports VLANs. Is there a both networks can be connected to
the internet through the router without compromising security?
