Yes.  There are many jobs available at McDonalds, Burger King, Kentucky
Fried Chicken, Taco Bell, Dairy Queen, Carls Jr., and many other fine
eateries.  They require no monetary investment up front on your part.

And he can fill out an application online with his computer.

I have got a high spec, broadband connected computer and am a skilled
photographer and can produce Exhibition quality prints. I can also build
websites, and get them highly placed in Search Engines.

I have never earned, and have no epectation of ever earning any money from
my Computer.

So someone with only Basic skills had better watch out for the Rip-Off
Scammers, and understand they will need Unique skills before they have any
chance of ever earning.

On the other hand, the average Joe can save plenty by finding price
information and studying features online and saving driving expenses.
Buying online can save too. Telecomuting saves and makes money, but
first you have to line such a job up usually with a brick and mortar
establishment. One could start selling on Ebay or on an independent
site. The poster is looking for a site where he can sit back, punch
keys and make a bundle. Honestly, that doesn't exist. Dishonestly, for
some it does.

Exactly.

If he had the skills he could do things like design and make Websites for
people in his area, teach other less skilled people how to use a Computer,
perhaps even upgrade peoples computers, and charge for doing so.

Many millions of others have basic skills, and probably many thousands in
his vicinity have advanced skills, so he is at a considerable disadvantage,
and at risk of losing to the Scammers.
